Responsible for interpreting regulations and assisting all groups with product regulation and compliance issues. This position will focus much of its time on the CCC group of products and raw materials. The Candidate will be responsible for the efficient processing of new and existing formulas. Specific duties include North American/International new product and raw material evaluation including, health, safety and compliance with TSCA, NSNR, FIFRA, PCPA, CPSC, Consumer Labeling, MSDS creation and any other related regulations.   • Provide product safety expertise (National/International) to a diverse organization, ensuring compliance and fostering new product development.
  • Assist in the TSCA/NSNR/FIFRA/International compliance program, including writing procedures and developing systems to meet compliance needs. Participate in the effort to create computer based programs for the management and distribution of MSDS’s, labels and other related product safety information.
  • Provide back-up for the creation and approval of Labels and MSDS’s.
  • Provide back up for preparation and submission of Pre-Manufacturing Notices, NSNR notifications or Polymer Exemption files for new products. Responsible for joint development and implementation of Product Stewardship standard operating procedures.
  • Participate as required in representing the Company at trade association meetings, advisory groups and related activities.

QUALIFICATIONS:

  • Bachelors degree in Safety, Chemistry, Occupational/Public Health and Safety, Toxicology, Environmental Science, or a related field is required.

RESPONSIBILITIES:    

  • Inspects and evaluates workplace environments, equipment and facility practices, in order to ensure compliance with all applicable federal, state and local legislation and codes governing occupational health and safety. Opportunity

Under general supervision, performs a variety of health and safety management tasks, including but not limited to, facilitating implementation of both corporate and client health and safety programs by project teams, safety orientations, meetings and training, air monitoring and field observations.

- Reports to Project Manager, with an indirect reporting relationship to the Division Safety Manager.  Primary responsibility will be Site Safety Specialist for Superfund Remediation Project in Wood-Ridge , New Jersey .  The Project is a two-year construction project with the initial phase commencing in the Spring of 2009.  The Safety Specialist will be responsible for implementing Parsons site safety plan for personnel on site including subcontractors performing remedial construction activities.  Major responsibilities include running daily site safety meetings for Parsons employees and subcontractors, coordinating mercury urinalysis program, participating in weekly client calls, compiling daily and monthly safety reports, performing worker air monitoring, documenting near misses and incidents, and creating job safety analysis for site activities.   

- Experience with developing, coordinating and/or implementing health and safety management systems, including but not limited to, site-specific Health & Safety Plans, policies, procedures, awareness/promotion and training programs, safety audits, emergency response and medical surveillance on remediation projects under CERCLA regulations. The individual will apply experience and increasing proficiency in the use of behavior-based safety techniques and company policies to maintain/improve safety performance. 

RESPONSIBILITIES:

·      Maintain OSHA safety policies and programs to ensure compliance to all OSHA regulatory and reporting requirements.

·      Establish and communicate the roles and responsibilities of the Safety Committee as they relate to the company program.  Provide direction and guidance to management personnel and all employees to ensure compliance to safety policies and programs and assist in developing and implementing safety awareness programs.

·      Maintain job analysis safety programs to identify and implement appropriate initiatives for ergonomic and continuous process improvements.

·      Monitor the effectiveness of the incident investigation process.

·      Responsible for the safety inspection program to ensure corrective actions are produced and implemented after inspections.

·      Report safety statistics to management, including trend analysis and recommendations to improve safety program. 

REQUIREMENTS:

·         Understanding and application of behavioral-based SAFETY techniques

·          4-year degree in safety and health field, or 3-5 years of safety related field work experience

·         Remediation/environmental project experience is preferred

·         40-hour HAZWOPER certificate and current annual 8-hour HAZWOPER refresher

·         10-hour OSHA Construction training course is a plus

·         CPR/First Aid certified or willingness to obtain

·         DOT Hazardous Materials General Awareness training a plus

·         CHST, OHST or OSHA 500/501 certification a plus

·         Excellent communication skills including writing and verbal are required

·         Ability to coordinate with multiple stakeholders and prepare for and hold progress meetings

·         Willingness to travel to additional field project for assignment ( Bayonne , NJ

Qualifications:

  • BS degree in a technical or safety-related field (preferably an MS in Occupational Safety)
  • Minimum of 5 years comprehensive safety and self-insured workers compensation experience in a manufacturing environment with proven results (knowledge of New Jersey workers compensation laws and processes preferred)
  • Demonstrated leadership and influence management skills
  • Certified Safety Professional (CSP) preferred
  • Strong proponent of change and innovation as it relates to safety and safety-related training
  • Broad business understanding of production management systems
  • Demonstrated knowledge of disability management
  • Must have a good knowledge of Federal, State and Local Laws/Policies
  • PSM/RMP experience preferred

Accountabilities:

  • Lead the development and implementation of a strong occupational health and safety management program to create an "injury-free" environment.
  • Facilitate the transition to employee-led safety processes and ensure the plant meets all corporate and regulatory requirements.
  • Manage the facility access system.
  • Manage and enhance written safety programs, policies and procedures.
  • Conduct regular safety audits and implement guidelines for inspecting the workplace.
  • Lead and manage the safety orientation program.
  • Lead accident investigation, root cause analysis and maintain appropriate reports (OSHA & GMI).
  • Lead and energize BOS program, First Responders and Safety Committee.
  • Research Federal, State and Local regulations to define existing and upcoming legal obligations and requirements of associated programs and policies.
  • Develop and conduct OSHA required training sessions.
  • Serve as the radiation safety officer for the facility.
  • Manage every facet of the self -insured workers compensation program and oversee third party administration of claims to include:
    • Internal claim file management
    • Consulting with treating physicians
    • Returning employees to the workplace
    • Managing litigated cases
